I went out and bought a blank skate deck, sprayed it white with a regular base primer then drew on my design with pencil, after that i painted it with acrylics, outlining pretty much everything with a sharpie, let it dry for about a day (if you don't leave the sharpie to dry fully it runs and smudges when you apply the lacquer) and then gave it a few coats of lacquer, i'd say there's prob a quicker way but i've only hand painted the one, you could always try stenciling and spraying aswell... hope this helps
